Evaluation of Legislation, Policy and Practice on Child Participation in the European Union (EU): Final Report

The aim of the study was to identify and map the existing situation in terms of child participation in the EU. Essentially, it sought to provide a baseline on the participation of children in the development and implementation of actions and policies that affect them both at national and EU level, for individual children, groups of children and children as a group. The study also aimed to provide an overview of tools and methods being used, and to examine the impact of child participation. The Terms of Reference (ToR) can be found at Annex Eight. More specifically, the objectives of the study were to: – Map legislation, policy and practice in 28 EU Member States with regard to implementation of Article 12 UNCRC and other UNCRC articles pertaining to child participation. Examine cultural attitudes to, and cultural acceptance of, child participation in the various settings. – Identify any barriers to full implementation of Article 12 and identify enablers of child participation. – Identify and showcase good practice on child participation in the EU, and Member States, including at a local level. – Identify and evaluate the work done by the EU on child participation on the territory of the EU. – Draw up practical guidelines for child participation at local, regional, national and European level. These study objectives were pursued through various tasks: a) mapping of country level legislation, policy and practice in all 28 EU Member States; b) mapping of EU level activity, c) identification and analysis of good practice at both levels; and, d) child-led strand ; involving participatory research in five Member States.
