Introduction

In this Report, we set out our vision of what it means to be an active citizen – and how individuals might be supported and encouraged to be active citizens. This is a big task – and we don’t pretend to have all the answers. Progress will need continued support from all sectors of society. We also make recommendations to Government. Rather than trying to cover every possible factor which affects Active Citizenship, we have focused on a limited number of specific actions which we believe will make a difference.
